Following received from Commander-in-Chief No. 959 of December 25th.

Admiralty have informed me that Foreign Office tele- grams contents of which have received Cabinet approval, stating that necessary measures for maintenance of treaty privileges for their nationals would be taken by His Majesty's Government without hesitation, will be repeated to Commander-in-Chief by you.

Admiralty also say it is possible local Chinese authorities may attempt to abolish extraterritoriality at the various Treaty Ports on or after January 1st. After consulting you on best means of (?grp.omtd.) this Admiralty have asked for report of what was the necessity for any special steps to give effect to Government's policy.
